Legendary shards come from dismantling legendary (purple background) gear. This is great for guns, but the stats on exotic armor acquired this way are incredibly mediocre, so you should store exotic armor in the vault even if you don't plan to use it immediately. Once you own an exotic, you can make more copies of it from the Collections tab of the character menu. This means it is most economical to buy the items he is selling first and then buy the engram! Xur cannot give quest exotics, raid exotics, and the engram cannot give armor for a class you aren't buying it with. You can use the collections tab of your character menu to keep track of what exotics you have. The engram gives a random item you don't have yet, including the things Xur is selling if you don't have those. The fated engram preview does not and has never worked.
